Sumario:This paper is an extract of the third chapter of a doctoral thesis in political science, which ambition was to bring to light the institutional transformations that derive in Latin America from the implementation of digital inclusion policies. These social and educational programs have taken inspiration from the project of the One Laptop Per Child foundation and they have been instituted in some South-American countries during the last decade. Our main hypothesis is that their successful implementation has been triggered by the capacity of public authorities to innovate in the field of administrative management. Our third chapter deals with context and actors of policy decision. Using the concept of “policy window”, our goal was to demonstrate that the moment of decision doesn’t determine the success o failure of public policies on the point of being implemented. We have analyzed and compared 4 cases: the electoral ascension of Kirchner in Argentina, García in Peru, Lugo in Paraguay and Vázquez in Uruguay. However, in this excerpt, we just present the latter two cases, in so far as they refer to an historic right-left alternation of political parties in power.
