After the analysis of the government plans, the categories were established. Jair Bolsonaro (PSL), Fernando Haddad (PT) and Ciro Gomes (PDT) plans were categorized with the use of the Software of analysis of qualitative data, "MaxQda". Many of the categories found and systematized are linked to Social Policies i) housing, human rights, gender, labor rights, among others; ii) Health; iii) education and iv) security. The categorization and analysis of the plans evidenced the secondation of Social Policies in one of the plans, which can generate historical social losses.
