Sumario:Contemporaneously, culture is being considered a key issue in public policy, in view to its recognition in promoting economic development. As an expanded territory that aggregates a variety of carnival groups considered of fundamental importance for the Pernambuco’s Carnival, Bomba do Hemetério received a local development program carried out from a joint articulation between government, the private sector and non-governmental institutions. Based on Post-Development theoretical perspective, present research aimed to identify what discourses characterize the Bomba do Hemetério’s pump carnival culture as a local development resource. To this end, we collected documentary data about the program in question, which were interpreted by Foucauldian Discourse Analysis. Results indicate how local culture is preserved by the knowledge that underlies it, to the time when this same culture is understood as a source of livelihood for the local community.
