Its founding purpose focused on claim "the value and emboss of friendship", promoting the culture of peace during the Cold War and under the Stroessner's government (1954-1989). The organization's discourses and practices had a double purpose: get over the landlocked situation of Paraguay and give it an anti-communist ideology. The work is part of the right-wing's cultural and ideological paradigms during the Cold War in Latin America and explores the practices of local actors in its international dimension.
