Therefore the PACIVUR research team from the IRD, in the framework of the SIRAD project has assumed that the management of a crisis in a territory consisted in making, in terms of space and territory, a connection between areas affected by the disaster and areas that have the resources that will help the first. From this assumption, research conducted in Lima was to build a geo-referenced database about the resources for crisis management, and to analyze their vulnerability and their distribution in the territory in relation to the location of the most vulnerable areas (which will potentially need help).
