Sumario: | The claim mobilizations that occurred in Brazil since 1980, were crucial to organize a more participative political-administrative management in different public organizations, including federal universities. The expansion of public higher education, since the 2000s, it was enabled to create new universities, such as Universidade Federal da Fronteira Sul (UFFS). This article discusses the university management in light of changes occurred in the public administration and refers to an analysis of participatory processes involved the creation and management of the UFFS. The study, of qualitative nature, used semi-structured interviews, participant observation and documentary research as research technics. The community participatory process of local/regional in interaction with social movements that differentiate the process of creation and organization of the UFFS. Four Councils managers composing its structure with a perspective to promote and expand participatory processes of university management. The Strategic Social Council is constituted in a macro-regional power for the construction of a university committed to popular participation, social inclusion and regional development. However, “to manage the UFFS” in strait dialogue with the internal and external communities through their management councils, to promote the overcoming of the political culture of participation that it show yet fragile in its management university processes. |
