Sumario:This paper is centered on the implementation of an integrated management experience in the inhabited islands of the Saint-Lawrence River (Isle-aux-Coudres). More precisely, we analyze the case of the participation of various actors from the civil society, the private and the public sectors to the elaboration and the implementation of an integrated management project in the inhabited islands of the estuary. The results discussed in this paper illustrate the role of actors dynamic and of survey methods in helping a community taking the lead in trying to solve the problems it faces. These include erosion, littoral access, population aging, drinking water distribution, seasonal activities and using conflicts. We make a step by step account of the development of this governance project that lead to the creation of an integrated management committee. We conclude by analyzing the political aspects underlying the process that lead to the creation of this committee. This involves a discussion of the impact of the jurisdiction limits of each governmental program that can interfere with the implementation of such an integrated management approach of territorial development.
