The case study was used in the research qualitative research methods. The study group of the study is composed of 30 teachers working in elementary and junior high schools in the district of Yençağa, Bolu province, 2017-2018 academic year. The choice of the sample was made using easily accessible case and volunteer sample selection. A questionnaire consisting of semi-structured questionnaires was used in order to determine teacher opinions in the collection of data in accordance with standardized open-ended question technique. In the research using descriptive analysis method, the themes were prepared for data analysis in the direction of the research questions, and the obtained codes were placed on the basis of each other and considering the relation with other codes. A direct citation was made and comments were made taking into consideration the codes indicated in the theme. Within the scope of validity studies, two faculty members in the field of education management and measurement evaluation were examined and it was checked whether the themes and coding were appropriate or not. As a result of the reliability study, the consistency rate of the analyzes was 86%. According to the results of the research, some expressions that teachers explain the concept of effectiveness; teaching power, cooperating, being successful, attaining achievement, giving positive behaviors to the students, affecting the individuals, making projects, school development, self improvement, being innovative, not the leader. Effective school has been designed to provide teachers with the skills and knowledge needed by managers to have good managerial skills, to engage in team work, to become a champion in competitions, to have a leading manager, to gather good citizens, to discover the talents of students, to follow technological developments, The application of the methods is expressed as having a good physical equipment and resource.
