When the scientific expertise of risk evaluation cannot be conclusive, the public decisions made by politicians loose their scientific legitimacy. In these situations of high scientific uncertainties, any decision will be influenced by the subjectivity of the actors, whether it is the public subjectivity of the experts or the politicians. In particular, public decision making is submitted to strong lobbying and high conflicts of interests. When the scientific expertise of risk evaluation cannot be conclusive, the public decisions made by politicians loose their scientific legitimacy.
