Sumario:The paper deals with the core problems of improving the occupational safety and health (OSH) management system in Russia, as well as work-related and occupational risks for employees, production organizers, the labour market and society at large. It examines the necessity, the essence and the general content of the OSH management system in the Russian Federation in the context of a transition to a risk-oriented approach with the aim of regulating and preventing the loss of earning capacity. Our analysis demonstrates that in the regulatory framework of the national OSH system there are content-related contradictions and formal inconsistencies. To resolve the highlighted problems, we suggest revising the approaches to the OSH system regulation, developing and implementing the concept of change, including granting trade unions greater powers in the sphere of public inspection.
