It examines the necessity, the essence and the general content of the OSH management system in the Russian Federation in the context of a transition to a risk-oriented approach with the aim of regulating and preventing the loss of earning capacity. Our analysis demonstrates that in the regulatory framework of the national OSH system there are content-related contradictions and formal inconsistencies.
