Sumario: | The phenomenon of the sea level rise obliges the public acttors of the littoral management, urban or natural, to face renewed stakes. The management of littoral risks has to articulate with the delicate balance between galloping urbanization and protection of the littoral ecosystems. It is interesting to note that the Madrid Protocol on Integrated Coastal Zone Management of 2008 had clearly identified the principles to guide a shared and sustainable management of coastline: long-term consideration of the sea level rise, anticipation of the phenomenon and implementation of process of dialogue between stakeholders. The event of the storm Xynthia in France, obliges today, not only to strengthen the legal existing tools, but also to imagine innovative additional ways to identify a new " littoral public domain " from the zones which will be gradually submerged, to rethink this littoral fringe as a space-plug protecting the back urban zones, and to develop methods to relocate the properties and activities. |
