Sumario:The Councils of Health (CH) were recognized in Brazil as spaces for interaction between society and the state in political decisions on the Unified Health System. The construction of this space can be understood as an achievement of society representing a counterbalance to the forms of decision centered on the government. With the council institutionalization it begins the possibility to insert the society in discussions around public policy. From this context, this research had as main objective to know the functioning of the Belo Horizonte Health Municipal Council based on the minutes of the plenary of the Council, in Resolution 333 of 2003 and the bylaws of the board. From this context, this research had as main objective to know the functioning of the Belo Horizonte Health Municipal Council based on the minutes of the plenary of the Council, in Resolution 333 of 2003 and Internal Regulations of the board. The data analysis method used for this work was documentary analysis, it was studied the minutes of the Council plenary to 2004 to 2012 and the Content Analysis. As a result, can be featured the proper functioning of the Belo Horizonte Health Council, however, with low involvement of state officials in decision-making processes which could affect the scope of the board’s goal is to free outlet public decision.
