The first major terrorist attacks were carried out at the beginning of the millennium and resulted in the new concept of "preventive war" as a foreign policy strategy in international relations. Terror attacks have been associated with war by the USA and it has been accepted as a justification for a legitimate intervention (preventive war) by establishing links with some states. While most of the academic papers focus on the operations carried out by the USA against these attacks, another noteworthy point is that the American government has turned its attention from domestic to foreign policy through securitization. Besides in a broader perspective, it is the efforts to spread the securitization concept implemented by the USA to the global level through international organizations such as the United Nations Security Council and NATO that is a crucial point for this context.
