In 1913, he created the International Division of Health (DIS) whose mission was to combat hookworm and yellow fever. In 1941, the DIS created a new regional dependency for the Río de la Plata and the Andean Region that covered the area comprised by Argentina, Chile, Peru, Ecuador, Bolivia, Uruguay and Paraguay.
