Sumario:In France as in Spain, the river basin was the water management territory before the administrative decentralization. It has been first institutionalized in Spain (1926), later in France (1964). Hydrographic confederations and river basin agencies are public corporations placed under state administrative supervision. Hydrographic confederations have to improve and share the generation of resource in a constant increasing demand environment. French river basin agencies have to resolve growing problems of water contamination. Since the eighties, both face rising power of regional and local authorities which exercise new competences over hydrologic sphere.
