Résumé: | The Cultural National Plan (PNC) has been formulated to give more stability and continuity to the Brazilian cultural public policies. In that sense, the main objective of this article is to identify and analyze how the Plan has ascended to the governmental agenda and how it was discussed in the Legislative and Executive powers throughout twelve years (2003 – 2014). In order to achieve this study, the policy image concept was used, from the Punctuated Equilibrium model, in which it sustains the existence of stable and incremental moments in the government agenda, as well as sudden and deep changes. The results show that the PNC’s image has achieved its peak in some periods among stable intervals, which makes it possible to claim the existence of changes in the cultural policies perception throughout time. |
