The paper shows the role of public authorities, who concentrated in their hands the management of theaters and controlled all the spectacular productions in the cities. The author traces the process of formation of theater as a tool of Soviet propaganda. The great role of theatrical performances in the formation of the outlook of urban residents is noted, the degree of their involvement in theatrical culture is characterized. Special attention is paid to the conditions, including domestic, in which the first Soviet theaters in the Caucasus worked. Attention is paid to the quality of the organization of the national theaters: lack of permanent professional troupes and unconvincing repertoire against the background of the economic situation in the country and taking into account the ongoing regime of saving were the reasons for low fees. Relevance and novelty of the study is that the focus of the researcher is the process of creating national theaters and their impact on formation of theater culture of ordinary citizens of a particular region. Methodological basis of the work is the principle of historicism, historical-comparative and historical-system approaches, as well as the principle of objectivity.M. S.
