A neo-Malthusian vision, associated with a conception of villages as closed systems and stereotypes on family organizations are altogether elements that actually limit the palette, the size and the real impact of development actions. Yet, investigation methods already exist and are proposed as well as protocols of negotiation and distribution of powers. The famine of 2004-2005 illustrated this gap by the difficulty to elaborate tools of action beyond the diagnosis stage.
