Sumario:The economic aspects of preparing a new Regulation on the management of Turkestan at the beginning of the XX century are studied. The relevance of the study is justified both by the unexplored topic and the need to identify the prerequisites for the crisis situation of the Russian authorities in Turkestan on the eve of the 1917 revolution. The results of the analysis of the draft commissions of K. A. Nestorovsky, the meeting of P. A. Kharitonov, the proposals of Senator K. K. Palen and the Turkestan Governor-General A. V. Samsonov, criticism and comments from various departments, the initiatives of the Main Directorate for Land Management and Agriculture are presented. Particular attention is paid to the legal regulation of the issue of land, resettlement. The novelty of the study is in the fact that for the first time it traces the course of discussions and the process of constructing the legal foundations of the economic policy of the empire on the outskirts in the context of developing a new Turkestan position. It is proved that the Russian Empire intended to create conditions for the accelerated development of Turkestan in the interests of the mother country, but could not agree on conflicting needs and settle economic institutions new to the outskirts. It is emphasized that this was manifested in the failure of the many years preparation of the Regulation on the management of the region.
