Sumario: | The years 1689-1691 in the Ottoman Empire composes a part of troublesome process occured after the Vienna defeat. During the reign of Suleyman the second financial and military measures were taken to stop the defeat. İn this period, 228 implementation were sent to Aleppo in two years, to make the measures applied and to overcome the problems occured in Aleppo. The most important subject of public complaints were about unfair tax demands of the tax farmer. In the sent implementation, on one hand it were stated not to tyrannise to the public and on the other hand collecting the taxes completely and sending them to the centre were demanded. Recruitment, participating of the soldiers in the province to Austrian military expedition, making the soldiers who don’t participate to expedition break up wtih military, public order incidents and the measures taken, “avârız” taxes and exemptions, the use of dough(mangır), the status of minorities were the main subjects of the correspondences between Aleppo and Istanbul. Despite the orderssent from the center of the state solutions did’nt found for the complaints of the people and unfair taxes continued to be collected. A lot of people, leaved their the houses and the village because of unfairtaxes. The families whose income worsened were exempt from Avariz taxes. The highness of number of the families who were exempted from Avariz taxes in the center of Aleppo is a indicator shows that the people who lives in rural Aleppo affected much more by the negative developments that occured that time. After a long periodcopper coins named dough were mintedorder to overcome financial hardship. After that dough predominated Aleppos’ market but couldn’t stay so long and were withdrawed from circulation. |
