| Sumario: | This paper aims to weave reflections on the mismatch between civil, political and social policies implemented by the program citizenship area in the state of Mato Grosso. Based upon the theoretical understanding of the relationship between development, democracy and citizenship, the article presents a classification of actions performed on the territory of that state citizenship rights according to the dimensions in which we perceive a clear predominance of actions related to social rights. Despite the mismatch between the three dimensions of law, the program port on your management structure is a possibility (freedoms) that the actors there residents can participate in the course of its territory and, thus, feel, indeed, that the democratic participation of organized can be achieved with the State and request the other dimensions of duties. |
